THE CONSTITUTION
The UFFL Constitution is the official rules for the UFFL. The constitution can & will be updated by the commissioner if rules change or certain aspects of the league need further clarification.

THE GAME
The United Front Football League (UFFL) is computer football league that will use Action! PC Football (APCFB) by DKS to play all of its games. All members of the UFFL must own a legal copy of APCFB and its most current season disk.

THE COMMISSIONER
The commissioner of the UFFL is Tod Burros. He will remain commissioner if & until and he decides to step down from the position. The commissioner will interpret rules, settle all league disputes, and run the day-to-day operations of the league. He may however appoint other league members to assist him with certain aspects of league operation. The commissioner is the final authority on all league matters.

LEAGUE STRUCTURE
The UFFL will consist of 28 teams divided equally into two conferences, the AFC, and the NFC. Each conference will consist of three divisions, the East, Central, and West. Each division will consist of four to five teams. All teams will use current NFL cities and corresponding nicknames. Teams will play home games in the current home stadium of their corresponding team. Teams will be placed into the six divisions by the commissioner with close regard to what actual NFL division that they play in. In some cases teams may not be able to be placed in their actual NFL conference or division for logistical reasons.

Season Fatigue: Yes (Mild 110%) (Moderate 120%) (Major 140%)
Game Fatigue: Yes (Mild 10%) (Moderate 20%) (Major 30%)
Injuries: Normal Frequency (Injuries WILL carry over to the playoffs.)
Salary Cap: Yes
Quarterback Game Fatigue: No
Special Teams Season Fatigue: Yes
League Type: Draft
Ownership: No single person may "own" more than one team in the UFFL at a time.

ROSTERS
A) UFFL Rosters will consist of no more than 52 players at any given time. There will be no positional requirements (requirements that you carry a certain number of players by position) but there will be usage minimum requirements (see below). In season roster is limited to 50 active players, adn up to two taxi squad players.

B) Offseason teams are limited to 4 quarterbacks, one of which must be taxi squad eligible. In season teams are limited to 3 active quarterbacks, and may have 1 QB on their taxi squad.

C) Teams will retain the rights to "their" players until they cut them or trade them. There will be no mandatory cuts prior to each season or at any time but teams must remain at 52 players or below even when drafting. Players that are members of a UFFL team but are do not appear on the following years APCFB Player Disk can be retained (at the owners request) but will count towards the 52 man roster limit, as well as the salary cap with the minimum salary for that years season disk if part of the 50 active players.

D) Taxi Squad - Each team may have up to two players on an inactive taxi squad. To be eligible the player must have played in 5 or less regular season NFL games. Teams have the opportunity to name their taxi squad between the Annual draft & list draft. Once a player is named to the taxi squad, he cannot be used the entire season, nor traded. Their salary becomes zero, marked inactive, and all stats/ratings are wiped clean.

Stat Packages - Each team may pick 1 eligible QB, RB and/or WR to have minimum stat packages listed below. Also each team may have 1 Kickoff Return stat pack.
A) Eligibility - These players are not meant to be starters, you must have at least 200 pass attempts, RBs with rush attempts totalling 150+, and two WR with at least 30 receptions to qualify for a stat package at that position. No requirement for the KR stat pack.

B) Eligible players - QBs with an APC game salary <= 750k, RBs <= 500k, and WRs = 250k are eligible. Uncarded players are also eligible. KR must be a minimum salary RB,WR,CB or S.

C) Adjusted players lose all of their original stats and ratings, and get the packages listed below. They will be identical with the exception of name & age.

SALARY CAP
A) Prior to trading being re-opened, the current year's salary cap will be determined. Salary Cap - We will change the cap yearly based on any inflation or deflation of the average salary of the NFL 32 teams by percentage

So if we are at 80 million in 07 and there is 5% inflation on the koch disc the new cap would be 84 million

B) Salary Cap: All teams are required to be at or below the established maximum salary cap number prior to the end of the annual "list draft". Teams are allowed be above the maximum cap figure until that time. Teams that fail to get below the maximum salary cap figure by the "list draft" will have players removed from their roster by the commissioner so as to meet the maximum salary cap requirements. Teams cannot ever go above the maximum cap, even temporarily, after the list draft is completed.

C) Uncarded Players: Uncarded players whose rights are retained by a team will be assigned the minimum salary figure for that season disk.

D) Salary Cap Timeline:
1) DKS releases new version of APCFB with new player disk.
2) New yearly maximum salary cap figure is calculated and announced to the league.
3) UFFL Rookie Draft is held.
4) "List Draft" is held. All teams required to get to 50 active players and under the salary cap. (plus 2 non-salaried taxi squad guys)
5) UFFL regular season begins.

PLAYER USAGE REQUIREMENTS
All UFFL teams are required to carry players on their roster at all times that combined meet the following minimum "real life" totals.
Pass Attempts: 300
Rushing Attempts: 200 (combined all positions QB, RB, WR, TE)
Pass Receptions: 100 (combined all positions RB, WR, TE)

Example: Quarterback "A" has 150 attempts, QB "B" has 100 attempts, QB "C' has 50 attempts = 300

These are very low minimum requirements. These are team totals so they should be very easy to obtain. This rule remains in affect at all times during the season so keep it in mind when making trades.

TRADING
Trading is allowed in the UFFL with the following restrictions.

A) The trade deadline is Week # 4, meaning that trading is allowed thru Week # 4 of the UFFL regular season. No trades may be made after the Week # 5 files have been sent out.

B) No draft picks beyond one year away may be traded. You may begin trading the following years draft's picks when the current year's draft has started.

C) Any proposed trade done solely to benefit one team at the total expense of the other can and will be rejected by the commissioner if he feels that the trade was not done in good faith. No collusion allowed.

D) All trades must be sent to the UFFLGroup@yahoogroups.com One team involved in the trade must email the group list with the exact details of the trade. The other team must confirm the email to the group list, with the details included. No trade will take affect until both parties have sent the group list an email stating their agreement to the trade.

E) New owners cannot trade FUTURE RD 1-3 draft pick in their first offseason in the UFFL. They are able to trade that years draft picks, and future picks RD 4 and later.

F) Trading re-opens February 15 of each year.

FREE AGENTS\WAIVERS
A) Free Agents can be claimed on a first come first basis (via email to the group list) after the list draft and until the start of the UFFL regular season. Teams must include player(s) to be cut along with the claim (if the claim puts you over the 52 player roster limit) when requesting a free agent or the claim is void.

B) Once the regular season starts, the Free Agent add/drop procedure ends & the waivers process begins. Players can be claimed off of waivers any week of the regular season (1-16). To claim a free agent via waivers, the team must send in a claim to the files guy by Sunday night 11:59 PM Eastern time. Any claim made after the weekly deadline will not go into affect until the following week. Teams wishing to claim multiple free agents, a particular week, must list them in order of preference. Claims will be filled in order of lowest winning % - best winning %. (ties will be broken by previous draft standard order). Once a team has been granted a waiver claim on a particular week, they move to the back of the waiver team rankings. The process continues until all possible waiver claims are completed. The waiver team rankings DO NOT carry over to the next week. Teams must send a list of the player(s) to be cut corresponding with the claim (if the claim puts you over the 50 player active roster limit) when requesting a waiver claim.

C) Any free agent claims made after the start of the UFFL regular season go back into the draft pool at the conclusion of that UFFL season.

D) No Free Agent pickups or Waiver Claims will be allowed during the playoffs.

E) No Free Agent pickups or Waiver Claims will be allowed during the off-season.

SCHEDULE
A) All UFFL teams will play a 16 game (8 at home & 8 on the road) regular season schedule. Teams will play all other teams in their own division twice (once at home and once on the road). The schedule will be determined using the same formula the NFL used when it had 28 teams. Schedule seeding determined below.

WEEKLY SCHEDULE/PROCEDURE
A) The UFFL week starts on Tuesday morning when the commissioner sends out the weekly league files and ends the following Monday night at 11:59 PM Eastern time when ALL games files are due back into the commissioner.

B) The home team is designated the "host" and has the "right" to host the game. If for some reason the home team does want not to, or cannot host the game, the visiting team may host. The team that ends up hosting the game is responsible for emailing the commissioner with the game file on time.

C) Both teams are responsible for contacting, scheduling, and playing their game with their opponent each week by the deadline.

D) Teams having trouble contacting, scheduling, or playing their opponent a particular week should notify the commissioner ASAP (do not wait until the last minute). If the commissioner determines that a game was not and cannot be played by the deadline he will do one of two things. 1) If the commissioner feels that the reason that the game was not played was mainly due to one coach and not the other. The coach not (or less) at fault will be given the opportunity to play the game vs. the computer coach of the other team. 2) If the commissioner feels that that both coaches are equally responsible for the game not being played on time, the commissioner will "sim" the game himself. Any game that has not been played by the Monday night deadline regardless of the circumstances will be "simmed".

E) This is a head-to-head league but there are circumstances when guys will be unable to play their game a particular week. Please let your opponent know ASAP if you will not be able to play then head-to-head a particular week.

F) A substitute coach may be used if you are unable to coach your game a particular week. If you plan on using a substitute coach please clear it with your opponent and Commish beforehand. Only other members of the UFFL may be used as substitute coaches. Please use this rule sparingly.

G) While an occasional occurrence of "not being able to play" will be accepted, absentee ownership will not.
Any team that makes a "practice" of not playing their games head to head will be subject to removal from the league by the commissioner. No owner will be removed from the league for this reason without a written warning first. Emergencies come up and certain situations arise that are beyond our control. That's not what this is referring to. Rule of thumb, after your third miss, expect to hear from the commissioner.

POST SEASON
A) The 3 division winners, plus the 3 non division winners with the best records (the Wild Cards) in each conference will qualify for the playoffs. Teams will be seeded 1-6 and will be bracketed using the method that the NFL currently uses. The first tie breaker will be if the tied teams played each other head to head during the season. The second tie breaker is number of games that a team played head-to-head via the internet. The team that played the most games head-to-head via the internet would win all tie breakers. Following those tie breakers, NFL tie breakers are used. The higher seeded team for each playoff game will be at home and will get the HFA except for the Super Bowl. The Super Bowl will be played at a neutral site and the HFA will be turned off.

B) All stats will be carried over into the post season. Instead of getting a clean "fatigue" slate for the playoffs, a 10% increase in season fatigue would be added for each additional round of the playoffs. Playoff games will be added on to the schedule instead of using the playoff brackets.

MISC.
A) A UFFL web site will be created and maintained for the informational & enjoyment purposes of its members.

B) A UFFL Yahoo Group will be created to make it easier for league members to communicate with one another and the commissioner via email.

D) The UFFL was designed for the enjoyment of its members. Please keep that in mind at all times. The rules were put in place to give the league structure but it is the members that are its foundation

DETERMINING POST SEASON PARTICIPANTS, ANNUAL DRAFT ORDER, AND NEXT YEAR'S SCHEDULE:

These are the tie-breakers to be used throughout:
a. Won-Loss Record
b. Head to head competition between two or more teams (if three teams or more are tied, one team must have won all the games between the teams for this to apply).
c. Total Internet Games Played *
d. NFL tiebreakers not listed above.

The first 4 rules below will determine the standard order:

1. Determine the post season participants by seeding the three division winners and three wild cards in each conference from 28th down to 17th in order of record. The team with the best overall record making the playoffs will be listed 28th, and so on, down to the team with the worst overall record making the playoffs listed 17th. Ties are broken as above. *Total Internet Games Played helps a team get into the playoffs. Once in the playoffs, it also helps a team get an earlier draft pick and get an easier schedule among other playoff teams (see rules 3 and 5 below).

2, Playoff teams will be seeded 1-6 in their conference and will be bracketed using the method that the NFL currently uses (e.g., the first and second seeds get a bye, while the sixth seed plays at the third seed and the fifth seed plays at the fourth seed).The higher seeded team for each playoff game will be at home and will get the HFA except for the Super Bowl. The Super Bowl will be played at a neutral site and the HFA will be turned off.

3. All teams that make the playoffs draft after all non-playoff teams.

4. List the remaining sixteen non-playoff teams in order of record as well. The team not making the playoffs with the worst overall record will be listed first, the team not making the playoffs with the best overall record will be listed 16th. Ties are broken as above. *If out of the playoffs, Total Internet Games Played helps a team draft earlier and get an easier schedule.

5. Once the standard order is known, next year's schedule can be determined. The team listed 28th in the standard order (which may not be a Super Bowl participant) is seeded first in their division. The team listed 27th in the standard order is seeded first in their division, unless they are in the same division as the team already seeded, in which case the 27th listed team is seeded second in that division. This process is followed until all 28 teams are seeded within their respective divisions. The team listed 1st in the standard order would be therefore seeded last in their division.

5(a) *Total Internet Games Played helps a team get an easier schedule. That is, where two or more non-playoff teams within the same division are tied in record and head-to-head competition, the team having the most Total Internet Games Played will get the easier schedule than the team(s) with fewer Total Internet Games Played. This tiebreaker applies to playoff teams only if the teams are tied as wildcards and are in the same division (e.g., the internet games played cannot both help a team win their division over a wildcard team and then also get an easier schedule over that same team. However, if two or more teams were wild cards from the same division, one team could get seeded higher in the playoffs, draft ahead of, and get the easier schedule than the other wildcard, based on Total Internet Games Played.

6. The Annual Draft follows the standard order above, except the Super Bowl loser always drafts 27th and the Super Bowl winner always drafts 28th. In addition, total internet games played always helps a non-playoff team or a wildcard team draft ahead of another team in a similar situation (e.g., playing internet games is rewarded with a playoff spot, an earlier pick, and an easier schedule wherever applicable). This order is followed for the Annual Draft except for the Super Bowl participants and the lottery picks per the below rule:

7. The top three picks of the first round are lottery picks. All non-playoff teams have the following chance based on standard order position: 1:45, 2:40, 3:35, 4:31, 5:27, 6:23, 7:19, 8:16, 9:13, 10:10, 11:8, 12:6, 13:4, 14:3, 15:2, 16:1.

8. After the three lottery teams are determined, the rest of round one from 4 to 26 falls into place based on the standard order except the Super Bowl loser always drafts 27th and the Super Bowl winner always drafts 28th.

9. The Annual draft is 10 rounds, teams are required to stay at or below 52 players. Only players on the current season disk not owned by another UFFL team are eligible to be drafted. Any players cut during this draft are not eligile to be drafted during the remainder of the draft.

10. Approximately a week after the annual draft is completed, a 'List Draft' will commence for those players that were cut during the annual draft, as well as the rest of the undrafted players. List Draft picks cannot be traded. The List Draft uses the standard order. Teams are required to be at 50 active players and under the cap by the end of the list draft.
